Appendix D: Shopping Centres
Introduction
This appendix provides larger scale plans and detailed information on protected frontages and the extent of local centres and speciality shopping streets to assist in the application of Policies Ret 8 to Ret 11 in Chapter 8.
The definition of 'shop' referred to in these policies is as set out in Class 1 of the Town and Country Planning (Use Classes) (Scotland) Order 1997. Each group of addresses constitutes a 'frontage' for the purpose of calculating the proportion of 'shop' and 'non-shop' uses. A 'frontage' may comprise more than one street block and consists of a number of 'units' which are defined as premises at ground or basement level opening directly onto the street and designed primarily for shop use. Premises which do not meet this definition are not counted in the proportioning of 'shop' to 'non-shop' uses.
Within certain locations, units at an elevated street level and at a basement level (and directly accessed and visible from street level) will be counted together as constituting part of the frontage. Where the merger of adjacent units or the subdivision of units is proposed, the calculation is based on the total number of units which would result if planning permission were to be granted.
